INVESTIGATORS TRANSPORTED RADIOACTIVE SOURCES ACROSS OUR NATION'S BORDERS AT TWO LOCATIONS

WHY GAO DID THIS STUDY

Given today's unprecedented terrorism threat environmental and the resulting widespread congressional and public interests in the security of our nation's borders, GAO conducted an investigation testing whether radioactive sources could be smuggled across the U.S.

Most travelers enter the United States through the nation's 154 land borders ports of entry. Department of Homeland Security U.S. Customs and Border Protection (CBP) inspectors at ports of entry are responsible for the primary inspection of travelers to determine their admissibility into the United States and to enforce the laws related to preventing the entry of contraband, such as drugs and weapons of mass destruction.

GAO's testimony provides the results of undercover tests made by it investigators to determine whether monitors at U.S. ports of entry detect radioactive sources in vehicles attempting to enter the United States. GAO also provides observations regarding the procedures that CBP inspectors followed during its investigation.


WHAT GAO FOUND

For the purposes of this undercover investigation, GAO purchased a small amount of radioactive sources and one secure container used to safely store and transport the material from a commercial source over the telephone. One of GAO's investigators, posing as an employee of a fictitious company located in Washinton, D.C., stated that the purpose of his purchase was to use the radioactive sources to calibrate personal radiation detection pagers. The purchase was not challenged because suppliers are not required to determine whether prospective buyers have legitimate uses for radioactive sources, nor are suppliers required to ask a buyer to produce an NRC document when purchasing in small qauntities. The amount of radioactive sources GAO's investigator sought to purchase did not require an NRC document. Subsequently, the company mailed the radioactive sources to an address in Washington, D.C.

The radiation portal monitors properly signaled the presence of radioactive material when our two teams of investigators conducted simultaneous border crossings. Our investigators' vehicles were inspected in accordance with most of the CBP policy at both the northern and southern borders. However, GAO's investigators, using counterfeit documents, were able to enter the United States with enough radioactive sources in the trunks of their vehicles to make two dirty bombs. According to the Centers for Disease Control and Prevention, a dirty bomb is a mix of explosives, such as dynamite, with radioactive powder or pellets. When the dynamite or other explosives are set off, the blast carries radioactive material into the surrounding area. The direct costs of cleanup and the indirect losses in trade and business in the contaminated areas could be large. Hence, dirty bombs are generally considered to be weapons of mass disruption instead of weapons of mass destruction GAO investigators were able to successfully represent themselves as employees of a fictitious company present a counterfeit bill of lading and a counterfeit NRC document during the secondary inspections at both locations. The CBP inspectors never questioned the authenticity of the investigators' counterfeit bill of lading or the counterfeit NRC document authorizing them to receive, acquire, possess, and transfer radioactive sources.

GAO has also issued a report on the results of this investigation (GAO-06-545R)

I know that they are trying to take down mine, AGAIN! This is how they get all of the airwaves time. I think that a little criticism never hurt anyone. If they think that this changes people's minds about them, they are wrong. It only makes it worse. I kinda' proves my point about what I have to say about them! I wonder what makes them think that everybody on the Internet reads "only" my blog. This must really have something against me! Enough time wasted on them, let's get right to the story.

This was written by a junior in high school and she makes much more sense than any of these Republican operatives could ever make. I hope that yu enjoy it as much as I did.


AMERICA'S PROMISE

What is America's promise?

Why was this nation the land of opportunity even at a time when much of its future inhabitants could only dream of this strange and wonderful New World!

What attracted the first Americans to our shores? What attracted the ambitious? The enterprising? The persecuted?

It was "freedom"---an emphasis on personal liberty, a rejection of Old World hierarchy and the belief in an equal chance for all.

When forming a new government on a new continent, the first Americans dreamed of a nation set apart and above the rest. They remembered the stifling governments that had come before and dared to declare that there was another way---that government didn't have to vanquish promise---that people could be trusted with self-rule.

They gathered together the embers of what would become a great fire---the flame of the American spirit.

It is our duty as American citizens to sustain the fire our forefathers began nearly two centuries ago.

The first Americans were active in their new government because their freedom depended on it. The Constitution was a truly revolutionary document accompanying a truly revolutionary time in the history of man. The sun was setting on the tired ways of tyranny and rising to greet a great new era---an era in which dignity of every person would be not a privilege but a guarantee.

The document outlined a new kind of state---a democratic republic---at a time when it was commonly accepted that kings were put into power divinely. This document preserved the promise of this young nation when it granted its citizens natural rights. The first American had wrestled from the jaws of oppression hope and faith in human virtue. This document, inspired by enlightened thought, represented everything they believed about government---about what people were capable of achieving.

The world was watching to see what would become of this great social experiment. No one knew whether a government of the people was sustainable. No one knew whether or not the president would size power and become a king. No one knew whether the people would choose the right leaders. In order for this experiment to work, the first Americans had to be vigilant. They had to be informed and quesion the actions of their government or see America's promise slowly fade.

Today we are no longer a young nation. We face new challenges navigated by a new kind of government that our forefathers could not have conceived.

The state has changed, but so have our attitudes. Where is the flame of our revolutionary agitation to self govern? Where is the promise this nation once held? Are we as vigilant as the first Americans?

Ladies and gentlemen, it is our duty as American citizens not only to sustain this great fire, but to rekindle it---to be informed and question those in power---to ensure that the promise of this great nation can be fully realized.

We stand facing this challenge today, ladies and gentlemen, with an advantage. We have inherited the great gift of democracy. We haven't had to earn it. Our forbears handed us freedom when they began our Constitution with the words, "We the People," not "We the Congress," or "We the Judicial Branch," or "I, the President."

It begins "We the People," and our powers are enumerated in it. We have the power, under Article I, Section II, to directly elect members to the House of Representatives. We have the power to directly elect our senators as well under the 17th Amendment. Ladies and gentlemen, we have the power.

But we must do more. Our forbears intended us not to just vote, but to exercise this right to its fullest extent.

Just to vote is not enough. When we blindly vote, we could cast our ballot for a candidate that does not represent our interests. Be informed and question those who ask to govern. Ensure that this right serves the people and not the power hungry. An informed vote can ensure that as John F. Kennedy once said, we use power instead of power using us.

Many think that the fact that we have such a great document at the helm of our government means that the work has already been done.

But the founding fathers didn't have all the answers, and they didn't etch their findings into stone. We can tell that they wanted us to continue the dialogue because they outlined a process to amend the Constitution under Article V and gave us the power to criticize our government under the First Amendment.

They knew that the discussions they began would never be over, but they gave us the power to keep talking, to voice our views. Let us be informed enough to continue this great debate they started---because ideas like democracy and freedom will never be clearly defined. They have to be lived; they have to be argued about; they have to be fought over.

IT IS WHEN WE ARE SILENT THAT THEY CEASE TO EXIST.

What we see today is the flame of the American spirit dying down. We see failures of government on colossal scales. We see patronage in the highest levels of our government contributing to the bungling of the biggest natural disaster our country has seen in a century. We see a deception of the American public about Iraq's possession of weapons of mass destruction and Saddam Hussein's participation in Sept. 11 that resulted in the deaths of over 2,400 valiant young men and women.

These are failures of government, but also failures of democracy---failures of vigilance of individuals that made our nation so full of promise so many years ago.

When Benjamin Franklin was leaving the Constitutional Convention, his friend Elizabeth Powell asked him what sort of government our forbears had conceived.

Franklin answered, "A republic, madam, if you can keep it."

Let us show our founding fathers that even after more than two centuries, we can keep it.

The strength of our democracy depends on the strength of our vigilance. If we asked more of our politicians, not out of partisan suspicions, not as liberals or conservatives, but as thinking American citizens who have been endowed by our Creator with certain unalienable rights, we would get better leaders.

DEMAND BETTER BECAUSE YOU DESERVE BETTER. Be informed about the actions of our government. Feed the burning desire to self govern that exists in every American soul.

FEED IT WITH KNOWLEDGE, INFORMATION AND THE SEARCH FOR THE TRUTH.

BECAUSE WHEN THE QUESTIONING FLAME WITHIN US DIES, DEMOCRACY DIES WITH IT. MAKE SURE YOU ARE HEARD, AND THE BRIGHT PROMISE OF OUR NATION WILL BE REALIZED.

MAKE SURE YOU ARE HEARD, AND THE FLAME OF THE AMERICAN SPIRIT WILL ENDURE.

THE HOEKSTRA LETTER: ANOTHER 'NYT' NATIONAL SECURITY SCOOP



NEW YORK---In another story that may not make the White House happy, The New York Times on Sunday reports that it had obtained what it calls "a sharply worded letter" by a top Republican sent to President Bush on May 18, which charged the administration "might have violated the law by failing to inform Congress of some secret intelligence programs." It also warned that he risked losing his party's support on nationa security matters.

***You can tell that it's an election season because this guy backs Bush no matter what he does. I wouldn't take his letter to heart. It sounds like a Rove tactic to me! It appears that they are trying to divert attention from the real issues and it might help Hoekstra win his seat.

This was tantalizing, but the four-page letter from Rep. Pete Hoekstra of Michigan, chairman of the House Intellience Committee, did not identify the intelligence activities hidden from Congress.

***Because of Bush and his "signing statements," there is no oversight in Congress. So his letter is Bull! Just a way to win his seat.

The reporters, Eric Lichtblaue and Scott Shane, observe: "Recently, after the harsh criticism from Mr. Hoekstra, intelligence officials have appeared at two closed committee briefings to answer questions from the chairman and other members. The briefings appear to have eased but not erased the concerns of Mr. Hoekstra and other lawmakers about whether the administration is sharing information on all of its intelligence operations."

In the letter, according to the Times, Hoekstra wrote: "I have learned of some alleged intelligence community activities about which our committee has not been briefed. If these allegations are true, they may represent a breach of responsibility by the administration, a violation of the law, and, just as importantly, a direct affront to me and the members of this committee who have so ardently supported efforts to collect information on our enemies."

***Like I said earlier, Bush took away all of the oversight of the Congress so that he can run the country like he wants to without any laws for him. Bush has overstepped his bounds and will be punished in the end.

He added: "The U.S. Congress simply should not have to play Twenty Wuestions to get the information that it deserves under our Constitution."

***Neither Bush nor Hoekstra have any regards for the Constitution. If they did, this country's law wouldn't be what they are today. The Republicans have taken advantage and has made the law work for them. And, Believe me, HOEKSTRA KNOWS IT TOO! THIS IS ALL A SHOW ON HIS PART!

Frederick Jones, a White House spokesman, declined to comment.

Hoekstra's views on oversight appear to be shared by some other Intelligence Committee members, the Times notes.

***Don't you find it kind of odd that the NYT has leaked another story given to them by the Republicans? That's where Cheney goes whenever he wants something leaked, then they try to pretend that they are going to do something to the Times for leaking info. Come on.............give us a break!!!!!!!!

IRAQ: AMERICAN ATTACKS ON MEHDI ARMY CAUSE UPROAR AMONG SHIA




US forces in Iraq have launched a series of bloody attacks on Shia militia forces in and around Baghdad, killing and wounding 30 fighters and provoking widespread anger in the Shia community.

Iraqi government security forces, backed by the US troops and aircraft, moved into the vast Shia slum of al-Sadr City in eastern Baghdad at 3:15am yesterday in an attempt to arrest a commander of the Mehdi Army, the main Shia militia, called Abu Diraa. Iraqi police said nine people were killed including a woman. An Iraqi officer said the Americans had provided lists of people to be arrested in al-Sadr City.

The US army in Iraq is evidently starting a new confrontation with the Mehdi Army of Muqtada al-Sadr, which now controls much of Baghdad. Its militiamen have grown in number over the last year as Shia civilians look for protection against Sunni assassins and death squads. "Muqtada is taking over the city," said one Shia yesterday.

At one spot on the Tigris River in al-Qadamiyah in northern Baghdad some 10 to 12 headless bodies, most of which were later identified as Shia, are being washed up every day, said a local source. "In one case, a newly married husband and wife had beed tied together before being killed," he said. "In another case a man's head had been cut off and the head of a dog loosely sewn on to his neck."

Much of Baghdad, particularly mixed Sunni-Shia districts, are now embroiled in a sectarian civil war. The Shia allege that the US is reaching out to Sunni insurgents who formerly attacked American troops but were not killing Shia.

Sunni fighters operating from an area called al-Muheet, a district of old brick factories now used for residential housing, have killed many Shia from nearby farming districts. "One of them was a man called Hussein who used to sell me melons," said a local informant. "They cut his head off." In the past few days three women were allegedly raped and killed.

This provoked a baklash in the heavily Shia al-Khadamiyah, the site of one of the holiest Shia shrines. Some 400 local people joined with the Mehdi Army yesterday to launch an attack on al-Muheet, starting a gun battle which lasted much of the day. The Shia claim that US troops intervened to stop them eliminating sectarian killers. Over the past nine months, the powerful US envoy in Baghdad, Zalmay Khalilzad, had shifted American policy towards the five-million strong Sunni Arab community. He has backed their participation in government to open communications with Sunni insurgent groups. The US fought hard during the first six months of this year to get rid of the former prime minister Ibrahim al-Jaafari and his interior minister Bayan Jabr, who were accused of overt sectarianism. But many Shia see the US as, in practice, trying to keep them away from real political power though they won two elections last year and make up 60 per cent of the Iraqi population.

"This is a big escalation from the American side," said Sheikh Abdul-Hadi al-Darraji, an aide to Mr. Sadr, the nationalist Shia cleric whose men have fought the US in 2004. Speaking after the attack on al-Sadr City, he said 11 people had been killed and dozens wounded as US jets fired on the area while they slept on their rooftops to escape the heat. Any Iraqi army officer said troops had failed to find Mr. Diraa, the militia leader, while the US said it had captured an insurgent commander.

In another sign of growing US confrontation with the Mehdi Army, one of its commanders, Adnan al-Unaybi, was arrested by US and Iraqi forces at Hillah, 60 miles south of Baghdad.

The Sunni community is also frightened by Shia death squads operating through the police, Mehdi Army or Badr Organisation. Ahmed Abdul Ghafour al-Sammarai, the head of the Sunni Endowment, responsible for Sunni mosques and shrines, said that 181 Sunni imams had been killed since Saddam Hussein was ousted in March 2003.

In the first years of the post-Saddam era, the Shia were restrained by their leaders from retaliating for attacks against them. From May 2005, when they took over the government, the Shia began to organise their own death squads and, ever since the bomb attack against the Shia shrine at Sammara on 22 February 2006, they have engaged in full-scale sectarian civil war. Some 1,500 bodies of Iraqis who died violently were delivered to the Baghdad mortuary in June.

Only a minority of sectarian attacks are reported and these are mostly in central Baghdad. Some 11 pople are known to have died in attacks on mosques after Friday prayers yesterday. Five people were killed and nine wounded by a mortar attack and a car bomb near two Sunni mosques in Baghdad. A blast in a Shia district killed six and wounded 45, according to the police.

The US-directed assault on al-Sadr City and the attempted capture of Abu Diraa could be connected with the kidnapping of Taiseer al-Mashhadani, a Sunni woman member of parliament who was kidnapped in a Shia district along with seven bodyguards. Her colleagues allege that Shia militiamen were behind her seizure.

The new government of Nuri al-Maliki, installed after months of wrangling, is so far proving as ineffective as its predecessor at curbing the sectarian civil war. Despite promises to bring order to Basra, the second city of Iraq, it still remains in the hands of Shia militiamen. THE MILITIAS ARE GROWING STRONGER BECAUSE SHIA AND SUNNI SEE THEM AS THE ONLY DEFENCE AGAINST SECTARIAN KILLERS AGAINST WHOM THE US TROOPS, THE IRAQI ARMY AND THE POLICE ARE CONSIDERED USELESS.

Although Maliki pledged to dissolve the militias, HE HAS MADE NO EFFORT TO DO SO AND HE DOES NOT HAVE THE STRENGTH TO DO SO. His own party, the Dawa, is one of the few not to have its own militia. The current government, dominated by the Shia and the Kurds, largely consists of parties that have powerful militia forces. Kurdish leaders say that the army would dissolve into Sunni, Shia and Kurdish components as soon as a full civil war breaks out. Already Sunni districts in Baghdad like al-Adhamiyah open fire on police, deemed to be Shia, try to enter. Al-Sadr City is equally hostile to the Iraqi Army sending units into its districts.

THE US ARMY IS MASKING THE FACT THAT IT IS INCREASINGLY AT WAR WITH THE IRAQI SHIA MILITIAS BY REFERRING TO BOTH SUNNI AND SHIA AS INSURGENTS. THUS, AFTER THE RAID INTO AL-SADR CITY, THE US MILITARY SAID IN A STATEMENT: "THE CAPTURED INDIVIDUAL HEADS MULTIPLE INSURGENT CELLS IN BAGHDAD WHOSE MAIN FOCUS IS TO CONDUCT ATTACKS AGAINST IRAQI AND COALITION FORCES." THIS CONCEALS THE FACT THAT THE US IS FIGHTING THE MEHDI ARMY, WHICH IS CONTROLLED BY MUQTADA AL-SADR, WHOSE PARTY IS AN IMPORTANT PART OF THE IRAQI GOVERNMENT.


***So this goes to show you that we are still being lied to by Bush and his administration. Things are NOT getting better in Iraq. They are getting WORSE! What is it going to take for you people out there to open your eyes! IRAQ IS A LOST CAUSE! We need to find a different course in Iraq. Bush's way isn't working. It's working for him because he is an oil man. The more destabilized the Middle East is, the better for him and Cheney! IT'S TIME TO RE-DEPLOY, GET THE JOB DONE AND GET ON WITH OUR LIVES!
